Proposal to increase speed limit on North 12th rejected

The Quincy City Council rejected a proposal to increase the speed limit on North 12th Street between Westwood Drive and Koch's Lane Monday night after a resident asked them to deny the request.

Debbi O'Dear, who lives on 12th Street where the Traffic Commission had recommended the speed limit be increased from 30 mph to 35 mph, said there was a lot of foot traffic on the side of the road.

"It scares me to no end when I see these families, and a lot of time it's just kids, walking up to the convenience store," she said. "I'm just so afraid that increasing the speed limit even by five miles per hour that is going to create a serious problem."

O'Dear said when she first moved to her home 15 years ago the speed limit was 35 mph, but it was eventually dropped to 30.

The council rejected the proposal by a 8-5 vote with Aldermen Steve Duesterhaus, D-2, Kyle Moore, R-3, Paul Havermale, R-3, Mike Rein, R-5, Jennifer Lepper, R-5, Jim Musolino, R-6, Terri Heinecke, R-7, and Jack Holtschlag, R-7, voting against raising the speed limit. Alderman Mike Farha, R-4, was absent.

In other business, the council concurred the recommendation of the Plan Commission to rezone 1639, 1633, 1631, 1629, 1627, 1625, 1623, 1621, 1617, 1615, 1613, 1636, 1638 N. Fifth as single-family residential.

The council also approved the request to reduce the frontage requirement from 60 feet to 43.25 feet of four lots that will be replatted from five existing lots at 1613, 1615, 1617, 1621 and 1623 N. Fifth.

Properties owner Les Fonza previously told the council that he would like to build four single-family homes on the lots. The proposal was previously tabled twice at the request of Alderman Glenda "LeXze" Mann, R-1, to have a meeting with neighborhood residents and to rezone the properties.

The City Council also:

º Heard that the city collected $696,053 in sales tax revenue in April, an increase of 8.6 percent from the previous year, and $724,434 from the home rule sales tax, an increase of 0.3 percent.

º Approved a resolution accepting the proposal of $27,572 from Physio-Control of Redmond, Wash. for a cardiac monitor/defibrillator life support unit.
