Press up on the right analog stick to look at it. Hold your stare for 30 seconds and the screen will have a textured look, and everything will look like it's sketched on. In Washington D.C., you can get the same effect. Go to the gates of Chinatown and look for the tag near the construction site. Stare at it to get the pencil-drawn effect. Same license plates When your are picking your car in D.C., make the license plate ABC123, and start the game.
