Volunteers put your house -- and yard and sidewalk and garage -- to the test

What : The Lincoln Community Scan was launched to inventory the condition of homes and property in the city's core neighborhoods. Volunteers rate each property on 30 factors, with the information fed into a database.

Where : Nearly 19,000 homes in 14 neighborhoods.

Why : "We're trying to get what the real issues are, what the needs are," said Shawn Ryba of NeighborWorks. "Creating maps to identify hotspots."

Funding : Yunwoo Nam of the College of Architecture's Community and Regional Planning landed a $35,000 grant from the Woods Charitable Fund; Ryba got a $10,000 grant from NeighborWorks America.

Technology : NeighborWorks bought eight hand-held computers for volunteers' use.

He moved into his bungalow three decades ago, when Cleveland Street was a prouder place.

Before the drug buys, broken windows and winter squatters. The hookers, copper thieves and meth addicts, always searching porches and yards for something -- a rake, a shovel, a rototiller -- to pawn.

"It was a beautiful neighborhood. It was manicured. Most of the people here were homeowners, and they took good care of their homes," Tom Moloney said. "If you lived here 30 years ago, when it was much quieter, you'd kind of go: 'Gee, what happened?'"

This happened: Homes got older, and some became rentals. Old neighbors disappeared, and some new ones didn't care as much.

Moloney stayed, kept his home up and started fighting -- collecting crime stats, snapping photos, assembling files, documenting the decay around him. Today, the former state Labor Department employee can trace a lot's lineage as if he were describing his own family tree. And he speaks up and out so often he's on a first-name basis with city officials.

"You start off seeing things and crying out for help."

He counts small victories. Receptive cops. Cut grass. Fresh paint. Big wins, too, like the recent leveling of the hollow home behind his.

But not every street in Lincoln has a Tom Moloney.

At least not yet.

Volunteers have started a block-by-block effort to blanket Lincoln's oldest neighborhoods with hand-held computers, evaluating and logging the condition of every home, every garage, every yard -- nearly 19,000 pieces of property by the time the Lincoln Community Scan is completed.
